Pennsylvania legislators had enough names on a memo to pass a bill through the state House. They did not have a bill passing through the state House. In Harrisburg, even a majority benefits from an introductory period before attempting arithmetic.
The distinction became expensive when the deadline for regulating skill games expired. In June, the state Supreme Court held that the machines were legally slot machines, restricted by the existing gambling law to casinos and certain truck stops. It delayed enforcement until October 13 so lawmakers could act. An estimated 70,000 machines had been operating across the commonwealth. The court supplied four months. The legislature supplied evidence that it had received them.
Spotlight PA’s October 16 report describes broad support for legalization and substantial disagreement about taxes, fees and regulation. Those differences are real. A flat monthly charge and a tax on revenue are different policies. Legislating would involve choosing one, perhaps after negotiations. Leadership in neither chamber advanced a skill-games bill before the deadline.
Four rank-and-file lawmakers instead asked the court for another 120 days. Their filing cited two proposals seeking cosponsors. Representative Danilo Burgos’s memo had 104 names, more than the 102 votes needed for a majority in a 203-member House. This was evidence of support for a proposal, not a recorded vote. It was nevertheless an unusually concrete object to appear near the promised legislative effort.

According to four House Democratic sources, Majority Leader Matt Bradford then told caucus members that signing Burgos’s proposal undermined leadership and could make a deal harder. Burgos said he had not known the cosponsor list would become an exhibit in court. The petition was withdrawn and refiled without his name or memo. The clearest numerical sign of legislative enthusiasm had become a complication to be removed from the application for more legislative time.
The court denied the extension without comment. That left the gambling businesses with instructions considerably more definite than the legislature’s. Pace-O-Matic said it would disable its machines. The attorney general’s office said switching them off was not enough: they had to be removed. State police designated storage locations. Government can discover an impressive capacity for implementation once the matter has stopped requiring a bill.
Both candidates for governor favor legalization, though they differ on its terms. Legislative leaders still express willingness to negotiate. The session is winding down, and action this year appears unlikely, Spotlight PA reports.
The petition for more time survived in revised form. Its evidence of majority support did not. Pennsylvania had found something it could remove before the deadline.
