A presidential library is supposed to preserve the record. This one is already helping close it.

CNN reports that Trump advisers James Blair and Chris LaCivita donated their fees from consulting work for a pro-Russian government in the Balkans to Trump’s presidential library. Earlier this month, Trump had threatened to terminate them if the work presented a conflict. On Friday, he said he was no longer looking into that question, describing the donation as going to “essentially a charity.” The exact amount is unknown.

A conflict-of-interest inquiry has apparently been replaced by a forwarding address.

Notice what a donation can and cannot do. It can change who ultimately receives the money. It cannot change who hired the consultants, what they did, or which interests they were serving while they did it. Those are separate questions. Moving the proceeds does not make the earlier questions impertinent, though it may improve their chances of being filed under Miscellaneous.

Imagine the employee handbook: outside work must be disclosed, potential conflicts must be reviewed, and unresolved concerns should be made payable to the boss’s legacy. Please retain your receipt. It may be the most thorough documentation this process produces.

That is the objection, not a claim that CNN has proved an illegal arrangement. The reporting establishes the donation and the president’s explanation for dropping the inquiry. It does not establish that every donation is a bribe, or that these consultants committed a crime. An ethics standard should be useful before a prosecutor has enough evidence to organize a press conference.

The questions surrounding the White House ballroom’s donors make the distinction worth keeping: a project can receive money without the public receiving an answer about influence. A handsome building is not a substitute for that answer. Neither is the comforting word charity.

If the original concern was a conflict, explain what the review found. If there was no review, a thank-you note will not do the work retroactively.

The question didn’t get answered. It got a donor plaque.
