Some American businesses are about to get relief from tariffs that Americans were assured somebody else was paying. No refunds on the explanation.
Trump’s Friday changes exempt certain Canadian imports, including packing materials and machinery, from his 50 percent tariffs starting October 30. The Associated Press reports that the move is intended to help Susan Collins in Maine’s close Senate race. The White House says it addresses the “burden to U.S. commerce.”
There it is. The burden has acquired American citizenship.
Collins, who has opposed the Canadian tariffs, says growers need products that aren’t readily available from American suppliers or would be expensive to replace. Her office points to specialized Canadian boxes used by Maine blueberry growers.
This is an excellent moment to consult the blueberry. It has no opinion about trade-war messaging. It needs to fit into the equipment. Increasing the price of its box does not cause an American box factory to materialize beside the field, staffed by grateful patriots who learned injection molding during the announcement.
Actual production is inconsiderate like that.

The relief is welcome. The absurdity is that businesses must seek an exception from a self-imposed problem, then participate in the celebration when a small portion of the problem is removed. A government should be able to recognize an American business without needing its senator’s polling numbers attached.
And this is not the end of the tariff war. The Canadian Press reports that the same order adds duties on other products, including shampoo, flooring and some waste. Sewage sludge is among the new targets.
At least the government has found something it can tax without first pretending it smells wonderful.
But that little detail matters beyond the joke. The administration is not simply admitting the costs and reversing course. It is removing some burdens while assigning new ones. If you’re helped, congratulations. If you’re newly hit, perhaps your next shipment should include a competitive Senate race.
Collins is right to seek cheaper inputs for her state. The rest of the country is entitled to ask why ordinary economic sense requires special handling.
An affordable box should not require a vulnerable senator.
