Pennsylvania has found a preliminary step for its scooter crackdown: permit people to ride the scooters.
Stateline reports that e-scooters are currently illegal on the state’s public streets, sidewalks and bike lanes. This week the House approved a bill that would legalize and regulate them, requiring riders to be at least 16 and adding speed limits and helmet requirements. It now goes to the Senate; it is not law.
The existing rule has the advantage of being extremely comprehensive: don’t. The proposed rules get annoyingly specific about age, speed and heads.
If the bill passes, a helmet will finally protect something besides a violation.
Make powerful people uncomfortable.
