Casting a ballot should require a voter and a functioning election system. It is depressing how much additional supervision the second item now seems to need.
AP reports that Democratic and nonprofit groups are training tens of thousands of observers, alongside a planned federal monitoring effort of about 1,000 staff and Republican monitoring operations. Federal officials say there are no plans to send immigration agents or troops to polling sites, and that Justice Department monitors will be unarmed and will not interfere.
Keep those qualifications. A feared scenario is not an event that has happened. Nor is a volunteer carrying a notebook automatically a threat. The point of watching is to prevent interference, document problems and help people exercise a right.
But what a grim measure of the political atmosphere: Americans organizing to ensure that their fellow citizens can perform a basic civic errand without the errand acquiring a perimeter.
Make powerful people uncomfortable.

The ideal result is almost aggressively dull. Somebody arrives. The process works. Nobody needs to turn the parking lot into a constitutional seminar. The observers go home with very little to report, which should count as a success rather than a failure to produce engaging content.
That requires discipline from everyone involved. An effort to reassure voters cannot be graded solely by how many people it mobilizes. If the protective apparatus becomes the most intimidating feature of the trip, the apparatus needs a performance review.
The public does not need a contest to determine which organization can look most vigilant in a reflective vest. It needs clear rules, trained people and an unobstructed route to the ballot.
For politicians who have helped make ordinary election administration sound like a siege, there is a particular obligation to lower the temperature. Reassurance is not weakness. Sometimes the strongest evidence that democracy is working is that nobody has to look heroic while using it.
Protect the vote. Leave enough room for the voter.
